Reporting Lines The Computer Programmer will directly report to the Assistant FAO Representative (Programme). Technical Focus FAO is implementing a Technical Cooperation Programme (TCP) to provide the necessary expertise and technical support in enhancing their existing information system including capacity building on the use of the upgraded system. The Department of Agrarian Reform (DAR), through the "Kumustasaka" intends to validate, update and establish the socio-economic profile of 2.8 million ARBs using the web-based approach known as DAR Database System (DDS). Among its objectives are to profile, account and validate the ARBs who received their certificate of land ownership award (CLOA) during - and to monitor the socio-economic status of the 2.8 million ARBs found in the Emancipation Patent (EP)/CLOA-IS of the DAR through continuing data updating initiative using the DDS and to design and implement a research (ARB profile study) using the updated data in the system for new policies, interventions and program recommendation on agrarian reform. The information system will enable DAR to generate reliable and timely data and information including important statistics for sound decision-making. Tasks and responsibilities The Computer Programmer will work in close collaboration with the Farming Systems Specialist/Project Team Leader and Agricultural Data Systems Specialist and will undertake the following duties: • Determine system requirements where in- scope and out-of-scope business requirements are identified, business rules are defined and documented and interfaces to and from the new application are discussed; • Define process model, and logical data model; • Reconcile business requirements with models to ensure all requirements and business rules are accommodated; • Produce functional specifications; • Compile system requirements documents and subject it to review by the Project Team (FAO and DAR) • Define the technical architecture to identify the structure of the system in terms of hardware, system software, and supporting tools, and to develop strategy for the distribution of the various system components across the architecture; • Define system standards where common processes, techniques, tools, and conventions are identified to maximize efficiencies and introduce uniformity throughout the system; • Create the physical database where the actual database to be used by the system is defined, validated, optimized to ensure completeness, accuracy and reliability of the data; • Prototype system components, in consultation with DAR and other concerned offices, to validate preliminary functionality; • Produce technical specifications where the operational requirements of the system are translated into a series of technical design specifications for all components of the system; • Compile system design documents and subject it to review by the Project Team (FAO and DAR); • Build, test and validate individual system components and utilities to ensure that they perform to the technical and functional specifications; • Prepare end-to-end systems documentation and support awareness and adoption of DAR and other system users; • Conduct training sessions, manual business operations and parallel operations; and • Carry out any other relevant duties within his/her technical competence as may be requested by the FAO Representative.
