Expertise France is the public agency of French international technical cooperation. The agency operates around four priorities: - democratic, economic and financial governance; - security and stability of countries in crisis/post-crisis situations; - sustainable development; - strengthening health systems, social protection and employment. In these areas, Expertise France carries out engineering and implementation missions for capacity building projects, mobilizes technical expertise and acts as an aggregator of projects involving public expertise and private know-how. With an activity volume of 233 million euros, more than 400 projects in portfolio in 80 countries, and 63,000 days of expertise, Expertise France focuses its action towards France’s solidarity policy, influence and economic diplomacy. Key Responsibilities: The Technical Coordinator assists the Project Leader with the definition and implementation of the project's intervention strategy with the support of technical experts, the core project team, the project officer at Expertise France headquarters, regional and local offices, and in close cooperation with partners in the Philippines. He/she supports the planning and implementation of activities entrusted to Expertise France, which include the following responsibilities: 1. Project Leadership: ● Assist the Project Leader in developing and implementing project goals, objectives, and strategies aligned with the budget of activities. ● Assist and prepare the necessary project documents and tools such as, but not limited to, the work and financial plan, inter-office memorandum, presentations to the Department of the Interior and Local Government (DILG) management, supporting documentation for the establishment of the inter-agency Technical Working Group (TWG), terms of reference (TOR) for hiring of consultants, etc., as may be appropriate. ● Organize annual planning exercise to ensure that all the activities are programmed within the year and that the different budgetary requirements of the partners of Agence Française de Développement (AFD) are reflected in the budget, e.g., travel needs, supplies, etc.; ● Evaluate in collaboration with the Project Leader and headquarters, and with AFD support (Manila and Bangkok offices) the progress reports, analyze progress of projects, document observations, and submit reports to higher levels of authorities. 2. Team Management: The Technical Coordinator is also responsible for supporting the Project Leader with the coordination and supervision of the management and coordination team based in Manila. His/her specific responsibilities include: ● Support the coordination between the different team members (Project Leader, Project Assistant, and Project Administrative and Financial Officer) and support a collaborative and high-performance work environment. ● Support the preparation of performance evaluations and provide to the Project Leader and other team members constructive feedback. ● Facilitate the creation of inter-government agency TA implementation agreement (with DILG as lead if necessary) and Technical Working Groups (TWGs) ● Support the DRREALL TA Technical Working Groups (TWGs) in securing the assistance of additional experts, by providing the necessary documentation requirements (e.g. TOR) for their hiring and deployment; ● Lead the coordination with the technical consultants for the timely delivery of outputs and other products; ● Short-Term Expert Coordination: ■ Define the scope and identify short-term experts and consultants for specialized tasks such as training and monitoring. ■ Collaborate with experts to ensure they meet project objectives and deadlines. 3. Financial Management: ● Support and co-monitor the project budget and ensure efficient allocation of resources. ● Work closely with the Project Administrative and Financial Officer to monitor expenditures and financial reports and coordinate with the Project Leader. 4. Stakeholder Engagement: ● Participate and support to maintain strong relationships with key stakeholders, including governmental partners (DILG, DOF, OCD, PHIVOLCS, DSUHD, PSA, etc.), and its beneficiaries. ● Initiate the review and evaluation of consultants’ outputs and consolidate the DILG comments and feedback to the consultants to ensure that these are addressed; ● Provide secretariat and backstopping support to the inter-agency Project Steering Committee (PSC)2 in its discussions with project partners and stakeholders, etc.; ● Carry out instructions from the lead DILG bureau3 for the efficient TA implementation; ● Co-represent the organization at meetings, conferences, and events related to the project. ● Initiate the planning and organization of meetings, consultations and workshops, per the agreed workplan, and ensure that the agendas/projects, and workshop designs take into consideration the comments of all actors and key stakeholders; 5. Monitoring and Evaluation: ● Support the development of a comprehensive monitoring and evaluation framework. ● Support the collection of relevant data to measure project impact and outcomes, in close cooperation with the M&E expert. ● Prepare data-driven insights to submit project improvements.   The project DRREALL-TA (Disaster Risk Reduction Enhancement at the Local Level - Technical Assistance) concerns the Government of the Philippines (GoP) through the Department of the Interior and Local Government (DILG) and aims to more efficiently implement disaster risk reduction strategies at the level of local government units (LGUs). This project will contribute to strengthening disaster risk management and climate change adaptation (CCA) capacities at both the national level (primarily DILG) and the local level, and will support ongoing reform programs throughout the country. The DRREALL-TA project serves to implement the DRREALL policy-based support program among the Department of Finance (DOF) and AFD, of which the first sub-program was signed in December 2021. The DRREALL-TA is a long-term partnership between the AFD and the GoP, led by the DILG, and implementation of which is a prerequisite to the second sub-program target for signing by December 2025. The DRREALL-TA is structured based on a policy matrix approved and agreed between the GoP and AFD. It outlines four key reform areas: ● Strengthening local capacities for risk-informed planning. ● Enhancing DILG's ability to manage a performance audit mechanism and an integrated capacity development strategy for DRRM and CCA. ● Improving the capacity of local communities to effectively utilize disaster risk management funds. ● Enhancing gender-sensitive and socially inclusive approaches to disaster response within LGUs. Required Profile: ● A minimum of 6 years of experience in project management, especially in projects that deal with local governments and the delivery of capacity building interventions; ● Working knowledge of government processes and inter-governmental relations; ● Good understanding of capacity building concepts and processes, institutional assessments and audit, and related topics; ● Must have the competency (knowledge and skills) in coordinating, organizing, process facilitation and training, and partnership building; ● Must be a team player and results-oriented;  ● A graduate degree in Urban and Regional Planning, Public Administration, Economics, Public Policy, Program Administration, and other relevant degrees; ● At least 5 years of Disaster Risk Reduction (DRR)/Climate Change Adaptation (CCA),or Urban and Regional Planning, Public Administration; ● Professional experience in the Philippines or ASEAN region would be a considerable advantage. ● Excellent skills in technical report writing and communication with various players.
