Overview The USAID- funded ABC+: Advancing Basic Education in the Philippines project is currently accepting applications for Project Officer.
This activity will work with the Government of the Philippines to support improved literacy, numeracy, and social and emotional learning (SEL) in grades K-3.
The position will be based in any of the following: Pasig City, Mindoro Occidental, Cotabato City, or Region XII (TBD) but may require travel to other project areas.
S/he will directly report to the Area Manager covering the area.
The Project Officer will support Dep Ed Region (TBD) and its Schools Division Offices in introducing and implementing ABC+ Project activities with specific focus on delivering early grade instruction in the areas of literacy, numeracy, and social and emotional skills.
It will also include activities in strengthening education governance, government and stakeholder partnerships, and institutional strengthening in support to improved education in the early grades.
The role requires deep understanding of early grade learning needs and strategies to address them, The Project Officer will coordinate and support the implementation of project activities including monitoring and evaluation as well as communications ensuring that these are implemented in close coordination with Dep Ed at the Regional, Division and School levels.
Responsibilities With guidance from the Area Manager and with technical support from other members of the project team: Coordinate and manage the conduct of activities that will include training, workshops, meetings and learning sessions, visibility events, and MEL activities.
Strengthen mechanisms that support joint planning, programming, and implementation of programs that address gaps in early grade learning.
Support Dep Ed in sustaining strategic partnerships with government partners and other stakeholders.
In collaboration with Dep Ed, support the institutionalization of the tools and systems developed by ABC+, as applicable.
Manage and facilitate learning sessions including coaching and mentoring activities in the region.
Coordinate and facilitate the implementation of activities within the region, ensuring alignment with government counterpart policies and schedules.
Work closely with the project team to ensure that planned activities meet timelines, budget constraints, and quality standards based on approved activity plan.
Provide immediate and full feedback on challenges and risks in implementation.
Coordinate and facilitate field data collection and documentation of activities.
Monitor the impact of field interventions, promote learning through documentation of best practices and lessons learned.
Conduct field visits as directed to monitor program implementation and to provide support and technical assistance.
Participate in preparing reports for communication and knowledge management.
Schedule consultations, regular and other meetings with division focal persons for project updates and arrangement for upcoming activities Facilitate gathering of relevant information as inputs for planning and adjustment of implementation strategies.
Ensure tracking of project progress through routine monitoring, field visits, communication, and coordination with government partners at the regional, division and school levels in support of the monitoring, evaluation, and learning plan of the program.
Contribute to the project planning activities, submit activity reports, and contribute to quarterly and annual reports and other reports as needed.
Collaborate with other Project Officers as needed.
Perform other tasks within this scope that may be assigned from time to time.
Qualifications Minimum Required Education and Experience Bachelor’s Degree in education or a related field with 5 years of relevant experience or a Masters degree with 3 years of relevant experience The candidate must have demonstrated experience or knowledge of government planning processes; Dep Ed systems including tools, and processes in delivering and supporting early grade learning; and strategies for private sector as well as community and parent engagement in early grade education.
With high degree of familiarity of practices in inclusive literacy and early numeracy development, learning delivery and instructional supervision, assessments, LAC or collaborative peer learning approaches and modalities; Experience in coordinating closely with Dep Ed partners at the regional, SDO, district, and school levels preferably in Region.
Skills and Abilities Proven ability as a learning and activity facilitator; Demonstrated ability to think analytically and strategically through the use of data and evidence to make informed recommendations and decisions.
Strong interpersonal skills and ability to work in a team; Demonstrated ability to use technology necessary for making reports, data analysis, and presentations.
Open to learning and innovation; Ability to work independently and effectively as a team member; Ability to take frequent travels, some in areas that are remote and in basic conditions Ability to multi-task and manage multiple priorities under pressure, troubleshoot and meet short- and long-term deadlines; Must be professionally proficient and fluent in written and spoken English and proficient in any of the local languages in the region; and Preferably from or have worked in the region.
