A multinational engineering procurement and construction firm in Pasay City is currently in need of a Proposal Head (permanent, hybrid work setup) in line with the company's expansion (handling PH and supporting SEA office) JOB DESCRITPION Proposal Project Management 1.

RFP/ER Analysis: Lead the analysis of RFPs/ER to identify key proposal deliverables, compliance criteria, potential deviations, evaluation criteria, proposal submission procedure and deadline.


Proposal strategy: In line with Winning Strategy from BD team, to develop and communicate the proposal strategy that outlines critical points in terms of process, deviations, contract structure, target price, procurement strategy, resource allocation, mgt of partner/subcontractor, etc.


Proposal Development Leadership: Provide guidance and direction to a cross-functional proposal development team, including bid organization, bid plan, RACI of deliverables, R&O analysis and bid budget, ensuring their contributions align with the proposal strategy.


Preside over the meetings: Follow company's Win! process and procedure, starting from KOM to close meeting, and contract review meeting to final transfer meeting after notice award.

Getting the relevant documents ready for review and validation, preside over the necessary meetings.


Coordination and Collaboration: Foster communication and collaboration among team members, both internal and external, to ensure that all components of the proposal are aligned and delivered on time with good quality.


Risk Management: Identify and mitigate potential risks and issues that could impact the proposal's success, such as resource constraints or compliance challenges.


Proposal Production: Oversee the production and packaging of the final proposal, ensuring it is error-free, well-formatted, complete and professional in appearance.


Contract negotiation: Lead contract negotiation with the support from legal, business developer and other relevant stakeholders until the contract to be signed successfully with client.

QUALIFICATION REQUIREMENT Bachelor's degree of any course 10+ years' experience dedicated in tender/proposal management is essential, with business development background is preferred Familiar with project types of EP, DB and DBO contracts, knowledgeable on operation and maintenance of water treatment plant is a plus.

In-depth knowledge of the water treatment, main technologies, SEA market trends, and competition.

Overseas working experience is a plus Strong project management skills are crucial to handle multiple complex proposals, manage large teams, and meet tight deadlines Excellent written and verbal communication skills are necessary to convey complex ideas, strategies, and messages effectively.

Time to time travelling is necessary for overseas projects and technical communication.
